TAC is often described as part of TON. It is not: it is a separate network that lets people use its applications from a TON wallet. TON itself was unaffected by the halt.
If you reached TAC through Telegram, your TON side is fine and is where most of your records live.

What TAC is, and what it is not
TAC is widely described as part of TON, and that framing causes confusion at exactly the wrong moment.
It is a separate network, with its own consensus and its own token, that runs an Ethereum-style environment. What connects it to TON is an adapter: applications run on TAC while users interact with them from their TON wallets inside Telegram. That is a good experience and it hides the fact that two different networks are involved.

The good news for most users is the separation. TON itself was unaffected and continued running normally throughout, so if you reached TAC from a Telegram wallet, that side of your activity is intact and readable. The transaction that sent assets across is recorded permanently on TON with an amount and a date, which is usually the strongest evidence available about what is now frozen.
For tax, we would be cautious about treating this as a loss yet. A halt is not a closure: nobody has said the chain is finished, and a stopped chain can restart. That makes it genuinely unresolved rather than cleanly worthless, which is an awkward position but an honest one. Using your TON side as evidence
Assets sent across from TON are recorded permanently there, with amounts and dates, even though TAC is frozen.
Separating two addresses for one user
Reaching TAC from a Telegram wallet means holding a TON address and an address on TAC. Both are yours.
Waiting rather than writing off
The chain is halted rather than announced as closed, so it is not yet the same as a permanent loss.

A halt is not the same as a closure
The chain has stopped but has not been declared finished, and no restart timetable has been published. That is genuinely uncertain rather than a clean loss, so writing the position off may be premature.
Your TON activity is unaffected
TON is a separate network and continued normally. Anything you did there stands on its own and is not touched by the halt.
You may have two addresses
Using TAC through a Telegram wallet gives you a TON address and an address on TAC. A report built from only one will be incomplete.
Keep the evidence while the position is unresolved
With the chain frozen and the details undisclosed, contemporaneous records of what you sent and what you held are the only reliable account of the position.
